Former Territorial Defence building

In mid-1992 the basement of this building in Teslić was used as a detention facility for Bosniaks and Croats. Detainees were beaten every day and many were called out and then killed. Courts state that the conditions were completely inhumane.

In 1992, Serb forces detained Bosniaks and Croats in cramped conditions in several detention centres in the Teslić Municipality, where they were severely beaten, some of whom died as a result. In 1992, Serb authorities in this municipality held civilians of predominantly Croat and Bosniak ethnicity in at least seven detention centres. These included the Public Security Station (SJB) the Territorial Defence warehouse on the road to the Gomjenica and Vlajići mines, the Pribinić detention centre, the Mladost school, the Teslić prison, the Proleter football club stadium, and the Banja Vrućica health resort. From the Secretariat of Internal Affairs (SUP) building in Teslić the detainees were eventually transferred to the TO warehouse in Teslić and to the detention camp in Pribinić. This lasted until approximately the beginning of October 1992. (para. 842. Stanišić and Župljanin, vol. I, p. 272.)
Around 100 to 130 men, Bosniak and Croat civilians, were detained in the TO warehouse. They were beaten every day, and many were taken out and killed. (para. 852. Stanišić and Župljanin, vol. I, pp. 275–276.), (para. 463. Brđanin, p. 172.)

The detention facilities in the TO warehouse and the SJB building were run by members of the reserve police force and people in military uniforms. The crimes in the TO warehouse were committed by members of the police and the Red Berets of the “Miće” group. (para. 463. Brđanin, p. 172.), (paras. 870-871. Stanišić and Župljanin, vol. I, p. 281.)
From June 3, 1992, members of the Army of Republic Srpska (VRS) and reservists brought 100 to 120 Bosniaks and Bosnian Croats from the surrounding villages to Teslić. They were first imprisoned in the Secretariat of Internal Affairs (SUP) building and later transferred to the warehouse in the TO building. (para. 463. Brđanin, p. 172.)

Non-Serb civilians from the Teslić area were arrested at their homes and taken first to the premises of the Public Security Station and then to the premises of the Territorial Defence. (M. P., pp. 1, 6-7.)
Money was extorted from some detainees in order to be released from the Public Security Station and the Territorial Defence building. (M. P., pp. 2, 11-12.)

The camp in the Territorial Defence warehouse building was established in the first days of June 1992 and continued the function of a camp previously established in the Public Security Station. (paras. 139., 254. Predrag Markočević and Marinko Đukić, pp. 41, 72.)
Sabahudin Mehmedović testifies about torture, tear gas, and chains used to torment detainees in Teslić on a daily basis according to pre-prepared lists. The Territorial Defence building has never been marked to bear witness to those events.
