Nepeke Farm was a production facility of the Agrokomerc company from Velika Kladuša. The farm was used as a detention facility during the war in Bosnia and Herzegovina. Courts have stated that it was not suitable for accommodating people.

Cantonal Court in Bihać

From September 1993 to August 1995, there was an armed conflict in the Bihać District between members of the Army of the Republic of Bosnia and Herzegovina (ARBiH) and the Army of the National Defence of the Autonomous Province of Western Bosnia. Contrary to the provisions of the constitution and law, the Autonomous Province of Western Bosnia (APZB) was proclaimed and armed conflicts occurred between the ARBiH and the newly formed APZB army. (Sakib Dautović, p. 5.)

Members of the Army of the Serb Autonomous Region of Krajina also participated in the armed conflict on the side of the APZB army. (Senad Ahmetasevic, pp. 4-5.), (Sulejman Mujagić, p. 5.)

Court of Bosnia and Herzegovina

The first period of the autonomous province lasted from September 27, 1993 to August 21, 1994. The second period was from November 16, 1994 to August 1995. In both cases the armed forces of the APZB occupied Velika Kladuša and battles were fought to return the territory to the ARBiH. (para. 42. Second instance judgment Suljo Karajić, p. 24.)

Photo documentation of the buildings where the detainees were housed – regardless of the fact that the photos were taken later, after additional devastation due to war operations and the passage of time – is relevant evidence regarding the housing of the detainees due to the architecture. Namely, these are hangars for raising poultry and storing poultry production, without enough windows and thus air flow. And there’s no possibility of any privacy considering their original function and the number of people in them, so the space is not suitable for housing people. Therefore, in addition to this evidence, taking into account all the other evidence and the facts established on it, the court of second instance accepted all the findings of the first instance court on mental and physical mistreatment of detained persons, housed in inhumane conditions. On the basis of the evidence, it was established without a doubt that the defendant, in his capacity as the president of the Autonomous Province of Western Bosnia (APZB) and the commander-in-chief of the Army of National Defence, planned, ordered, and organised the establishment of camps and collection centres in the Velika Kladuša area for the purpose of imprisoning civilians who opposed the establishment of this autonomy, or persons who disagreed with him. Borivoj Pristojković — “Nepeke” farm, Velika Kladuša

Borivoj Pristojković was one of hundreds of detainees held by the regime of the Autonomous Province of Western Bosnia in Velika Kladuša. Recalling systematic starvation and forced trench digging along front lines, he says that most former camp sites are now empty fields, with no sign that people were once imprisoned, tortured, and killed there.
